Project introduction
COE stands for Confirmation of Enrolment, which is an official and valid certificate for international students to prove to the Australian Immigration and Immigration Department that they are studying in Australia. Each CoE has its own number, which is associated with the PRISMS system within the Immigration Bureau. Once the CoE changes, the Immigration Bureau will be the first to know. When international students apply for a student visa, a valid CoE is an essential document, without which they cannot apply for a student visa. International students must ensure that they have a valid CoE at all times to secure their visa. The CoE actually represents a student's true intention to study in Australia. In order to ensure that students come to Australia for the real purpose of study, students must complete the relevant requirements of the school, including attendance, course passing rate, etc. If students fail to meet the requirements, they risk having their CoE cancelled. And CoE after the school may result in the student visa being cancelled by the Immigration Department!
Cause of CoE cancellation
Generally speaking, there is only one reason for CoE cancellation in the final analysis, that is, the school believes that the student is "not capable" to continue to complete the study, common reasons are the following:
1. Lower than the attendance rate stipulated by the school: Generally speaking, the attendance rate cannot be lower than 70%, and the strict school attendance requirement is 80%;
2. double or triple fail of compulsory subjects twice or even three times;
3. Failed more than 50% of subjects for two consecutive semesters;
4. The average score for two consecutive semesters is lower than the pass line;
5. Unable to complete the course within the time limit
6. Academic misconduct and other issues
The CoE is cancelled. Procedure
Before canceling a student's CoE, the school will generally go through the following stages and will not directly Cancel the student's CoE:
1. Warning:
The school will first send a warning letter to students, reminding them that their performance is worrying and they need to be vigilant about their learning attitude and methods. After receiving the warning letter, students need to communicate with the course adviser to explain their problems and situations, and then with the assistance of the adviser, develop a new study plan that is more in line with the current situation of students and better complete their studies.
2. Show Cause:
If the student's performance and academic situation still does not improve after the first stage, the school will send a show cause letter to the student's email, which means that the student will enter the stage of explanation on campus. After receiving the show cause letter, students will be asked to give an explanation within the specified time. Students will be required to carefully prepare the explanation letter and submit supporting materials to substantiate the reasons, justifications, and other points put forward in the letter.
3. Hearing on campus:
After receiving the letter of explanation from the students, the school decides whether to hold a hearing or not. The purpose is to listen to the students' explanation and check whether the students have compelling reason and the purpose of real learning.
4. Cancel the CoE:
After a Show Cause, the school can decide to make an expulsion decision without holding a hearing. The school informs the student of the decision to cancel the student's CoE and the student has 20 working days to appeal.
5 Internal/External Appeals:
When the school makes an expulsion decision, the student can choose to enter an Academic Board Appeal, and once the decision is made to appeal, new evidence must be found to refute the school's expulsion decision. If the appeal is successful, the student can continue to study in the school. If the appeal fails or the student chooses not to appeal, the school will officially cancel the student's CoE after the specified period.
In fact, because the CoE is connected to the USCIS internal system, USCIS will know immediately when the CoE is cancelled. The Immigration Department will usually send a letter to the student first, informing the student that the student visa is also about to be cancelled due to the cancellation of the CoE, i.e. the intension to cancel your student visa. The Immigration Department will give the student 28 days to explain, if the student's reply is not received within 28 days or the student's materials fail to convince the Immigration Department, the student's visa will be officially cancelled, once the student visa is cancelled, the student must make an appeal application within 21 days or leave Australia within the specified time limit.
